BoiseDev has a good story covering this final module which is a good read at https://boisedev.com/news/2022/10/05/very-intentional-final-phase-of-zoning-code-rewrite-proposal-shakes-up-development-approval-review-process. In the story the P&Z Director, Tim Keane, gives as an example, that one could build a 5 story project on State St with just an Administrative Review but a 1 or 2 story suburban development would require a more stringent review as it isn’t what the City wants to see on transit corridors such as State St. The review process does, on the surface at least, seems to offer some improvement in that a design is reviewed at multiple points in the process such as at the pre-application meeting; after the neighborhood meeting, etc.
